He faced allegations of irregularities in the selection, appointment and award of contracts during his tenure as the Director of BPS Government Medical College, Khanpur Kalan. The counsel has demanded re-investigation by a committee of two retired or sitting District and Sessions Judges. A report by inquiry officer RP Bhasin, former District and Sessions Judge, had given a clean chit to Dr Siwach. It was placed before the UHS executive council during its meeting held on March 5 following which the council decided to drop the chargesheet memorandum issued to Dr Siwach and restore his administrative powers. The UHS, however, received several representations against the decision, following which legal opinion was sought from a senior High Court advocate, SK Garg Narwana, and university''s panel counsel Sanjiv Kumar Aggarwal.

Rohtak, June 9 Dr RC Siwach, senior professor and head of the department of orthopaedics at Rohtak PGIMS, has served a legal notice to the authorities of the institute as well as Pt Bhagwat Dayal Sharma University of Health Sciences (UHS), Rohtak. Dr Siwach had been suspended after being indicted in a fact-finding inquiry into the allegations of corrupt practices in the selection process during his tenure as the director of the BPS Medical College, Khanpur Kalan. The professor was later allowed to resume clinical work, his headship and administrative powers were taken away. He got a clean-chit in a regular inquiry conducted by retired District and Sessions Judge RP Bhasin, following which he was reinstated as the head of the department. In the legal notice sent, the professor has maintained that his reputation had been tarnished and if the authorities concerned do not tender an apology within 15 days, a defamation suit for damages of Rs 5 crore may be filed against them. UHS VC said the notice would be appropriately responded to.
